Without explicit mandates and funding streams tied to measurable recovery outcomes, there is little pressure on agencies to overhaul established processes in favor of algorithm‑assisted ones.

Section 5: Where It Actually Works

Some places show what it looks like when data‑driven damage assessment is fully embraced. Italy’s civil protection system now maintains a national remote‑sensing and GIS unit that routinely generates rapid building‑damage maps after earthquakes, and these products are formally incorporated into their triage of inspection teams and red‑zone declarations. Repeated use across multiple events has built institutional familiarity and allowed models and thresholds to be refined over time, increasing trust among engineers and local officials.

In Japan, where frequent earthquakes and typhoons have pushed authorities to invest heavily in geospatial infrastructure, machine‑learning‑enhanced damage maps are integrated into national emergency platforms that local governments access during disasters. These systems work well partly because the country has high‑quality building inventories and a culture of regular drills that include digital tools, so responders know how to interpret model outputs and combine them with ground reports.

Section 6: The Opportunity

Data‑driven disaster recovery sits in a sweet spot: the models are mature, the hardware and cloud tools exist, and the societal upside—faster, fairer recovery—is enormous, but institutional follow‑through is still catching up.

What would actually move the needle?
